Організація оперативного супроводження публічних закупівель робіт із будівництва та в ході їх виконання

Abstract

Зазначено, що публічні закупівлі робіт із будівництва є одним з основних способів розвитку державної та комунальної інфраструктури. Акцентовано, що відповідна сфера через свою особливу уразливість часто є способом розкрадання бюджетних коштів. Саме тому їх моніторинг та оперативне супроводження є одними з найважливіших завдань оперативних підрозділів. Указано на те, що подолання непрозорих та бюрократичних схем є пріоритетним та стратегічним напрямом становлення України як незалежної, самостійної та суверенної держави, повноцінного члена міжнародної та європейської спільноти. Розглянуто актуальні проблеми оперативного супроводження публічних закупівель робіт із будівництва та в ході їх виконання як превентивні заходи, спрямовані на збереження коштів державних та місцевих бюджетів. Звернено увагу та те, що одним із головних елементів запобігання корупції у сфері публічних закупівель є злагоджена співпраця уповноважених працівників правоохоронних органів із розпорядниками бюджетних коштів та інших контролюючих органів цієї сфери діяльності. Представлено принципи боротьби з правопорушеннями, що вчиняються замовниками та учасниками закупівель. Указано, що прозорість та відкритість діяльності місцевих та державних органів є гарантією отримання послуг суспільством у межах та обсягах, передбачених чинним законодавством. Наголошено, що відкрита діяльність владних органів є запорукою запобігання та протидії корупції, адже доступ до інформації не є обмеженим, що ускладнює процес незаконного збагачення за рахунок побудови корупційних схем. Public procurement of construction works is one of the main ways of developing state and municipal infrastructure. The relevant sphere, due to its particular vulnerability, is often a way of embezzling budget funds. That is why their monitoring and operational support is one of the most important tasks of operational units. One of the main elements of preventing corruption in the field of public procurement is coordinated cooperation between authorized law enforcement officers with budget administrators and other controlling bodies in this area of activity. In Ukraine, public procurement of construction works is an important link for ensuring quality, urgency and efficiency in the infrastructure sector. Effective operational support of these procurements during implementation is a major step towards achieving successful results. The organization of this process plays a significant role in ensuring the planned and high-quality implementation of projects. Modern technologies play a key role in increasing the efficiency of operational support for public procurement of construction works. The use of electronic monitoring, reporting and information exchange systems facilitates processes, reduces bureaucracy and ensures greater transparency. Electronic tender platforms: The introduction of electronic systems for conducting tenders makes the process open and competitive. Operational support of public procurement, including construction works, is an important task that stimulates customers to ensure transparency, efficiency and compliance with legal requirements. Proper organization of operational support allows to ensure timely and high-quality performance of works, as well as to avoid shortcomings, violations and corruption. Proper organization of operational support of public procurement of construction works depends on the following measures: Customers need to carefully plan procurements, taking into account the volume, complexity and time of work. This will help customers avoid unforeseen costs and ensure timely performance of works. – Customers need to involve qualified specialists to prepare tender documentation and carry out technical supervision.
